Cannabis Social Equity Program Development in Michigan

Social Equity Solutions designs and documents equity programs for cannabis businesses, license applicants, and municipalities across Michigan. We work from Grand Rapids and serve the entire state. Founder Melissa Jekel is Gold certified through the Cannabis Regulatory Agency (CRA) All-Star program, serves on the CRA DEIW Social Equity Program Effectiveness Subcommittee, and received CRA Social Equity Grant Program awards in FY 2024 and FY 2025. Your plan gets built by someone who evaluates equity in cannabis at the state level, not someone guessing at what reviewers want.

What Social Equity Program Design Includes

Equity language dropped into a cannabis business license application is easy to write and easy to dismiss. What holds up is a documented program with named commitments, owners, budgets, and deadlines. We build:

  • A written social equity plan tied to your license types, retail location, and hiring footprint

  • Community benefit commitments a municipality can score and verify

  • Workforce development and hiring pathways for people and communities affected by the war on drugs

  •  Supplier and vendor participation targets for equity entrepreneurs and equity business owners

  • Ownership and control records that match what you claim on the application

  •  Reporting templates that prove follow-through after the license is issued

Most clients reach us after a denial or a low municipal score. Coming in before you file is faster and costs less.

Who Qualifies as a Social Equity Applicant in Michigan

The CRA runs a statewide program that reduces fees for people the state identifies as hit hardest by cannabis criminalization. Eligibility rests on three factors: residency in a disproportionately impacted community, a past cannabis conviction, and registered caregiver history. Each carries its own reduction, and an applicant can stack more than one

A cannabis-related record is not a disqualifier here. For eligible applicants, it is part of the qualification because the program exists for people arrested or convicted under cannabis prohibition.

We confirm your standing against current CRA criteria before you spend money on a license application, then assemble the documentation the state asks for. If you don't qualify for the statewide track, local cannabis ordinances often have their own equity scoring, which is a separate path worth checking.

Our Michigan cannabis compliance consulting service handles the filing itself once the plan is set.

Social Equity Plans That Municipalities Will Score

Michigan runs the adult-use cannabis application process in two steps. The state issues prequalification and a business license. The municipality decides who gets a permit to operate there. In competitive markets, that local decision is where the real scoring happens, and equity is a scored category.

We write to the ordinance in front of you. Every municipality words its criteria differently, so a plan built for a Grand Rapids dispensary will not score the same way in Kalamazoo or Detroit. We read the ordinance, map every scored item, and answer each with evidence a clerk can verify. That work covers retail, microbusiness, processing, and every other commercial cannabis license type Michigan issues

Grant Funding and Technical Assistance

Michigan's social equity grant program and related grants exist to lower the cost of entering the legal cannabis market. Access to capital remains the biggest barrier for equity applicants, and eligible applicants often leave grants to support licensure, business development, and compliance unclaimed.

We handle grant applications end to end: qualification screening, narrative writing, budget construction, and post-award reporting. Melissa has written funded narratives for her own programs and for the Great Lakes Expungement Network, where she is Director of Data and Research. Ongoing technical assistance is available monthly for program participants who want help meeting their commitments. See our cannabis grant funding strategy service for the funding side on its own

Equity Programs Built to Outlast the Application

veteran-golden-hour.png.png

Cannabis equity work fails when it ends at licensure. A plan nobody tracks turns into a renewal problem, and every licensee gets asked what actually happened. We stay on as the operating partner: quarterly reporting, revised commitments as the cannabis industry and your license status change, and board-ready summaries.

Our Task Force 1620 Community Access Network program gives cannabis retailers a built, compliant channel for community reinvestment, which is often the fastest way to make a stalled commitment real
